Can we book advice without commissioning a build?
Yes. Advisory work can be a separate engagement. The agreement defines the question, the review process and the deliverable, so you know what the consultation will provide.
Will the recommendation always involve new technology?
No. A clearer process, better use of an existing system or a smaller change may be the appropriate next step. The recommendation follows the agreed problem and the evidence available.
